Village Board Meeting Minutes – Tuesday, May 27, 2025

CALL TO ORDER: A regular village board meeting by President Crubaugh at 6:00pm.

PRESENT: Rich Stuczynski, Pat Strelitzer, Bob Rausch, Rebecca Roberts, Dave Crubaugh, Chris Hodges, Brian Swan, Travis Stuczynski & Jodi Patoka

MINUTES OF MAY 13, 2025: Approved as presented.

PERSONS WISHING TO ADDRESS THE BOARD: N/A

PAYMENT OF BILLS: M/S Stuczynski/Swan approved payment of the bills including the add’l list. Roll Call vote. Ayes all. M/C.

OPERATOR’S LICENSE: KAITLYN PORTER & CHAD NELSON, 2025 WINE WALK: M/S Swan/Roberts approve the Operator’s Licenses for both Kaitlyn Porter and Chad Nelson. Ayes all. M/C. Exit Chad Nelson and Kaitlyn Porter at 6:03pm.

TOMORROW RIVER BUSINESS ASSOC. – TEMPORARY WINE LICENSES – 6TH ANNUAL WINE WALK-JUNE 27, 2025: 4-7:30PM: M/S Hodges/Roberts approve the temporary wine licenses and the locations for the wine stops as presented. Ayes all. M/C.

PROPOSAL OF LIABILITY INSURANCE RENEWAL FOR THE PERIOD OF 5/26/25-5/26/26 LEAGUE OF WISCONSIN MUNICIPALITIES MUTUAL INSURANCE: This renewal policy includes both the liability insurance and the worker’s compensation. The renewal price is slightly less than last year. M/S Rausch/Hodges approve the insurance policy as presented. Ayes all. M/C.

PUBLIC SPACE PERMIT – TRBA WINE WALK, FRIDAY, JUNE 27, 2025, FOR PAVILION NEXT TO AMBROSIA’S: M/S Swan/Roberts approve the public space permit for the pavilion next to Ambrosia’s for June 27, 2025. Ayes all. M/C.

APPROVAL OF DRIVEWAY MODIFICATION – 461 RED TAIL DR: DPW Travis Stuczynski has reviewed and approved the driveway modification. M/S Hodges/Rausch approve the driveway modification as presented. Ayes all. M/C.

PUBLIC SPACE PERMIT – AMHERST BIBLE CHURCH, FRIDAY, JUNE 13, 2025: M/S Hodges/Roberts approve the public space permit for using the field and smaller brown pavilion in Nelson Park on Friday, June 13, 2025. Ayes all. M/C.

CONCESSION STAND RENTAL POLICY AND RELATED FEE STRUCTURE: M/S Stuczynski/Roberts approve the concession stand rental policy as presented. Ayes all. M/C.

RECOMMENDATIONS FOR USE OF EXCESS FUNDS BUDGETED FOR WASHINGTON STREET REPAVING PROJECT: Received a quote from American Asphalt of $7,010 to repair the three patches from the water main breaks and another patch on Lincoln St. Also received a quote to repair Wilson St. under the viaduct for $6,980. Going to get another quote from B&B Paving. Have approx. $24,000 in excess funds. No action is taken at this time.

BUDGET AMENDMENTS FOR THE 2024 GENERAL ACCOUNT BUDGET: N/A

MOVE TO CLOSED SESSION PER WI SS 19.85 1 (C) TO DISCUSS PERSONNEL MATTERS: Crubaugh adjourned the village board meeting and moved to closed session at 6:35 pm to discuss hiring a new village attorney. Exit Travis Stuczynski.

RETURN TO OPEN SESSION TO APPROVE NEW VILLAGE ATTORNEY: Crubaugh reopened the village board meeting at 6:45pm. M/S Hodges/Roberts to offer the position of village attorney to Brandon O’Conner from Eliason and O’Conner at a rate of $200/hr. Ayes all. M/C.

COMMITTEE REPORTS 

Plan Commission:


Utility:

  • Storage capacity study
  • Utility operations: Well #1 & #2 Upgrades – work on Well #1 started today and will continue through the rest of the week.
  • Only one meter change left in quadrant #2. The water department will have their sanitary inspection on Wednesday, June 18, 2025. This is done every 3 years.

Safety:

  • Loud trucks in village – see email from concerned resident about loud trucks

Finance:

Administrative:

  • Amplified sound/music ordinance
  • Gov Card – accept payments via credit card, debit card or electronic check

  • ES&S was here to service the voting equipment for several municipalities. All the voting equipment will stay at the Amherst Village Hall until this fall when ES&S returns to do another update on all the machines.
