CALL TO ORDER: Meeting called to order by Chairperson Strelitzer at 2pm.
OPENING OF BIDS FOR WORK ON WASHINGTON STREET: Received two (2) bids. One from American Asphalt and one bid from Northeast Asphalt. The bid from American Asphalt was $99,780 with a possible deduction of $995.00 is the performance bond is waived. The bid from Northeast Asphalt is for $137,310 with a deduction of $500.00 if the performance bond is waived. Exit Jared Lea and Tyler Heiman at 2:05pm.
FENCE ISSUE AT 215 WAKE ISLAND DRIVE: The new fence extends into the Right-of-Way, the village’s curb stop in located in the fence now. If there is a problem with the village’s water and the water needs to be turned off, staff can no longer access the curb stop. Per village ordinance, fences can be located on the property line. In this case, the fence is now in the right-of-way. The best solution is to move the fence. Zoning Administrator, Dave Drake approved the zoning permit with the drawings that the property owner provided. The fence was installed over the property line. The homeowner states that the fence can’t be moved to the property line because of existing trees that are there. The homeowner states that in order to keep the square footage of the fence, the entire fence would need to be moved not just the side fence. There is a gate in the new fence.
It was suggested that the homeowner give the village a recorded easement to access the curb stop rather than moving the fence. This easement would pass onto future property owners. The village will contact Attorney Villnow to draft the easement. M/S Rausch/Stuczynski recommend Attorney Villnow draft an easement allowing the village access to the curb stop inside the fence at 215 Wake Island Dr. Ayes all. M/C. ROARK WAY DRAINAGE: There is no recorded drainage easement for the Roark Way subdivision. If we want to alter the drainage path, the village would need permission from all the property owners. There is not adequate flow of the water in this area. The committee feels that more information is needed. Had a meeting with Blenker’s who consulted with Point of Beginning a couple of years ago. POB drafted an alteration plan at that time. Village Resident, Dale Petersen has talked to Blenker’s who told him that if you have no water in your basement then you don’t have a problem. The village will contact the Portage County Register of Deeds to see if there is a recorded easement.
DISCUSSION OF SIDEWALK COMMITMENT FOR CAHOOTS MOVE TO BUSINESS PARK: Per Laurie Jakusz at Cahoots, she needs a commitment from the village that a new sidewalk will be added from the proposed Cahoots location in the business park down Washington St. to Allen St. in order for her to continue her project and working with the state. The approximate cost is $5,000 in materials plus employee labor costs. M/S Stuczynski/Rausch to make a recommendation for a commitment to install a sidewalk from the business park in the Cahoots proposed location to Allen St for an approximate cost of $5,000 in materials plus employee labor for the 2026 budget. Ayes all. M/C.
REVIEW OF CHARGE FOR USE OF VILLAGE TRUCK: Currently, village residents are charged $10.00 per load. Resident’s fill the truck and a village employee will pick up and dump the truck. There needs to be a policy drafted with restrictions and cost. Strelitzer and T. Stuczynski will work together to propose a draft for the committee to review. There was discussion about changing the fee at this time because village residents will soon be doing yard clean-up as spring is near. M/S Rausch/Stuczynski recommend a fee of $25 per load for use of the village truck effective immediately.
OPENING OF BIDS FOR WORK ON WASHINGTON STREET: Budgeted $125,000 for 2025 for the repaving of Washington St, plus $15,830.49 in LRIP Funds. The committee reviewed the two bids received. One from American Asphalt for $99,780 with a possible deduction of $995.00 is the performance bond is waived. The bid from Northeast Asphalt is for $137,310 with a possible deduction of $500.00 if the performance bond is waived. M/S Rausch/Stuczynski recommend accepting the bid from American Asphalt. Ayes all. M/C.
Since the repaving bid came in under the budgeted amount, need to consider cutting the hill down on Washington St., received a bid from Glodowski Construction of $4,200 to remove the hill on Washington St.
The next Public Works committee meeting will be Tuesday, March 25, 2025 at 2pm. M/S Stuczynski/Rausch to adjourn at 3:05pm. Ayes all. M/C.
