Public Works/Parks Ad Hoc Committee Meeting Minutes – Wednesday, April 16, 2025

CALL TO ORDER: Meeting called to order by Chairperson Strelitzer at 6pm.

PRESENT: Travis Stuczynski, Rebecca Roberts, Bob Rausch, Dave Crubaugh, Jodi Patoka, Pat Strelitzer, & Rich Stuczynski

ALSO PRESENT: Marilyn Orsund, Tom Dunbar & Joe Orsund

UPDATE ON FREDDIE’S HOME PLATE INCLUDING CURRENT BUDGET STATUS:

  • When will the railings be installed? Railings should be done by 4/24/2025. The railings are donated items. Need to make the existing railings compliant, received a quote from American Fence for approximately $1,500.
  • Are there any remaining expenses planned for within concessions stand? The Orsund’s would like to have menu cases installed. T. Stuczynski has ordered them and one has been installed. They would also like a vacuum. Stuczynski is looking for a backpack vacuum and will continue to check Marketplace. There are brooms and a dustpan. Also looking at getting a battery powered leaf blower to get rid of debris instead of a push broom. Need garbage and recycling cans. There is money budgeted in the Stewardship grant for garbage & recycling cans. Need to purchase a First Aid kit. Also, looking at getting an AED.
  • Has the storage area in the stand been adequately furnished with shelving, etc.? All tables and shelves are installed. If items are purchased for FHP/park that apply towards the Stewardship Grant, the money for these items should come of the grant funds, not FHP donated funds.

Brandon Trzebiatowski is donating a security system but it is up to the village to get Wi-Fi to the concession stand. Wi-Fi will come from the village hall with a point-to-point system. Brandon will install the security system in approx. 2 weeks. Orsund’s would like to use a POS system which requires Wi-Fi. Still working on getting a PA system. Lights for the T-ball field are purchased and Brandon will install them. The sidewalk to the entrance of the park still needs to be poured. Restoration to the side hill behind the funeral home and by the T-ball field still needs to be done.

  • What is timeline for field work? What is that budget and where is it coming from? All the infield material has been delivered. Staff has been working on this all week. Had 9 loads delivered. Had budgeted or was quoted for 11 loads so the money saved for only getting 9 loads will be used to hire JR Dirt Works to professionally grade & level the infield. Looking at getting either clay bricks or mats for home plate, bases and the pitching mound. Bases will be set on Monday, 4/21/25 and then the foul poles. Field should be ready for the game on 4/22/25.
  • Status of flag pole portion? Do we want new or used? New flag pole is approximately $5,000. The school has three used flag poles but cost is unknown. Orsund’s would like to do a memorial plaque for Tom Orsund. Orsund’s plan to donate the money for the flag pole & flag pole base.

The old restroom building will be taken down this summer and a bike repair station will be installed. The flag pole could possibly be installed in this area.

  • When will remaining concrete/cement work be done? What is that budget and where is it coming from? Staff will work on this as time allows. Budgeting approx. $2,000 for this work.

Scott from POB will be marking the lot corners in the park as the markers were removed during construction. No snow will be allowed to be plowed on the new infield.

UPDATE ON REMAINING PROJECTS RELATED TO DNR WATERS GRANT & RELATED NATURAL PLANTING GRANT:

Have plants been ordered for the three areas? Plants have been ordered should be arriving in late May or early June. Can plant up to 2,000 sq. ft. between the three sites. Also ordered weed suppressant mats.

What are staff recommendations for use of remaining funds related to bike station? The old restrooms will be torn down this summer and a new concrete pad will be installed for a bike hub. The concrete pad will be large enough to allow for a future storage building if needed or wanted. Approximately $24,000 was budgeted for this site.

Signage update: there have been about 20 sign panels produced that will be interchangeable. The kayak launch will be done last because there may be extra funds left to upgrade the kayak launch. Exit Becky Roberts at 6:48pm. Butch Pomeroy offered the International Bank of Amherst to donated funds towards things like benches, etc.

DISCUSSION OF CONCESSION STAND RENTAL POLICY AND RELATED FEE STRUCTURE: The committee needs to do some more research before establishing a fee. If someone wants to rent the concession stand, they must bring their own grills, they cannot use the Orsund’s, they will be moved into locked storage. The bathrooms will be open on a timer system from 7am til 9 or 10pm.

DISCUSSION OF EXISTING RENTAL STRUCTURE AT NELSON PARK: needs to be painted every 3-5 years. Building is in good condition. Used for storage by village in the winter. Usually rented out 3-4 times per year at $25 per time. Joe Orsund asked if there are any liquor licenses available in the village. The old supper club is currently for sale and not sure if they will be keeping their liquor license. The Orsund’s discussed the possibility of serving seltzers, etc. If a license becomes available, the Orsund’s would be interested. Crubaugh and Patoka will check with the Department of Revenue – Alcohol & Licensing Dept.

SCHEDULE AND ESTABLISH AGENDA FOR NEXT MEETING: Next meeting is scheduled for Wednesday, May 21, 2025 at 6pm. Chief Voss would like to speak to the committee about his plan for the walkway. Another agenda item will be minor updates on FHP including the budget.
